Some other improvements in settings layout

The enabled items should be sorted to top, otherwise, alphabetical.

Instead of toggles, we can just have checkboxes.

The shortcuts widget settings have a double column thing fore selecting active shortcuts. We can just make one list with items and a checkbox again.
